The Land Voices Initiative:

Amplifying the voices of stakeholders in Uganda’s land sector through evidence-based research to inform, influence, and implement land policy reforms that lead to equitable solutions and results.

 

Current Actions

  1. Designing and executing a program of action research in partnership with vulnerable communities across Uganda’s land sector.
  2. Organising and facilitating strategic dialogues, policy roundtables, and policy options feasibility studies to engage policymakers, civil society, and other stakeholders.

As a key partner of the Ministry of Lands, Housing and Urban Development (MLHUD) and GIZ-RELAPU, ART-U has reviewed and revised the final draft of the Uganda National Land Policy. The process began with an initial Policy Review Study, followed by the development of a draft Policy Issues Paper. This Issues Paper was validated in collaboration with various Ministries, Departments, and Agencies (MDAs) as well as Civil Society Organisations (CSOs).

 

ART-U also guided the Policy Review Working Group and conducted regional consultations with stakeholders to refine the policy drafts. In preparation for the National Land Conference, ART-U facilitated final input sessions with special interest groups, including the Mailo Land Platform and Customary Tenure Stakeholders.

 

This policy work has been further supported by research conducted with GIZ-RELAPU. This research includes a completed study on Policy Options for Resolving Landlord-Tenant Relations and an ongoing study regarding the feasibility of Certificates of Occupancy on Mailo Tenure.

 

ARTU is currently working Global Rights Alert to increase Climate Justice and Energy Transition impacts for women by reviewing and devising strategies to elevate household and community level activities that directly engage with women as a vulnerable group.

ARTU is an active member of the Mailo Land Tenure Platform and The National Land Policy Working Group.
